Electronic switching technology is widely used in power systems and equipment, resulting in high-frequency harmonic voltage and high-frequency harmonic current. The formulation of this standard aims to solve the related problems arising from this. This standard is intended to provide guidance for the Equipment Committee in developing or revising test specifications for measuring leakage current in its standards. However, the term 'leakage current' is no longer used for the reasons described below. This standard is formulated based on the safety leadership responsibilities assigned to the Equipment Committee, in the following aspects. The method of measuring leakage current includes various aspects of different types of equipment called "leakage current", including the measurement methods related to physiological effects and installation situations under normal and certain fault conditions. The measurement method for leakage current described here was developed through research on IEC 60479-1 and other publications, including descriptions of early measurement methods. The following conclusions have been drawn from the study of leakage current effects: - - In terms of safety, the main consideration is the harmful current that may flow through the human body (this current may not necessarily be equal to the current flowing through the protective conductor)—— It has been found that the effect of electric current on the human body is more complex than the several human effects that were considered in the early formulation of standards. The most important human effects based on which limits are specified for continuous waveforms are: perception; reaction avoidance; and electric burns. Each of these four human effects has a separate threshold, and some of these thresholds vary greatly with frequency. It has been determined that there are two types of currents that require separate measurement methods: contact current and protective conductor current. Contact current only exists when the human body or human model forms a current path. It should also be noted that the term 'leakage current' has been used to express several different concepts, such as contact current, protective conductor current, insulation characteristics, etc. Therefore, the term 'leakage current' is not used in this standard
