This standard specifies the cycle, content, and requirements for the inspection of power system relay protection and power grid safety automatic devices and their secondary circuit wiring (hereinafter referred to as devices). This standard is applicable to power grid enterprises, grid connected power generation enterprises, and units responsible for relay protection operation, maintenance, and management by users. Units and departments involved in planning, design, research and manufacturing, installation and commissioning should comply with this standard. 2 Normative References: The clauses in the following documents become clauses of this standard through reference in this standard. For dated reference documents, all subsequent amendments (excluding corrected content) or revisions are not applicable to this standard. However, parties to agreements based on this standard are encouraged to study whether the latest versions of these documents can be used. For undated references, the latest version applies to this standard. GB/T 7261-2000 Basic Test Methods for Relays and Devices GB/T 14285-2006 Technical Specification for Relay Protection and Safety Automatic Devices DL/527-2002 Technical Conditions for Static Relay Protection Devices Inverters 3.1 This standard is the basic principle that should be followed during the inspection process of relay protection and power grid safety automatic devices. 3.2 The power grid safety automatic device referred to in this standard refers to the automatic device that plays a control role in ensuring the safe and stable operation of the power grid in the event of a fault or abnormal operation in the power grid, such as automatic reclosure, automatic input of backup power or equipment, automatic load shedding, low-frequency and low-voltage automatic load shedding, power plant accident output reduction, and machine cutting. The microcomputer based relay protection and power grid safety automatic devices for power equipment and lines in power systems with voltage levels of 110kV and above must be inspected in accordance with this standard. For other voltage levels or non microcomputer relay protection devices, they can be implemented as reference. 3.4 Relay protection management and operation maintenance departments at all levels should reasonably arrange annual, quarterly, and monthly inspection plans for protection devices based on the specific situation of the local power grid and in conjunction with the maintenance of primary equipment. The relevant dispatch departments should provide support and coordination, and make overall arrangements. 3.5 Standardized work instructions and implementation plans should be developed for device inspection work, and their content should comply with this standard. 3.6 The accuracy level and technical characteristics of inspection instruments and meters should meet the requirements and should be regularly calibrated. 3.7 The inspection of microcomputer devices should fully utilize their "self check" function, focusing on inspecting items that cannot be detected by the "self check" function
