Handheld instruments that are usually not grounded should first be measured in accordance with 5.2.2.1. Then use the simulated hand specified in 5.1.4 for additional measurements. The general principle of using a simulated hand is to wrap all handles attached to the appliance with metal foil, including fixed and detachable handles, and the M-end should be connected simultaneously to exposed, non rotating metal parts as specified in 5.2.2.2.2 to 5.2.2.2.4. Metal parts covered with paint or paint on the surface are considered bare metal parts and should be directly connected to the M-end of the RC component.
