This means that the latest version of this specification is not binding on oil depot projects designed, approved, constructed, and accepted according to previous versions of this specification. It is not appropriate to rely solely on the latest version of this specification when conducting safety reviews and other work on existing oil depots constructed according to previous versions of this specification. Standardization requires continuous improvement based on technological progress, economic development level, and social needs, in order to promote the gradual improvement of the construction level of oil depots. In order to adapt to the current level of social development of the country, this revision of this specification has increased the safety protection requirements for oil depots compared to the original specifications. However, this does not mean that oil depots constructed according to the original specifications are no longer safe. The purpose of improving safety protection requirements is to improve safety. For oil depots built according to the original specifications, they can gradually improve their safety through updates, renovations, or expansions. It should be noted that for the design of existing oil depots' expansion and renovation projects, only the design of the expansion and renovation parts should follow the latest version of the specifications, and the existing parts may not be rectified according to the new specifications
