This section covers the hazards caused by tools that people encounter during normal operation and reasonably foreseeable use of tools

Tools for electric heating elements are within the scope of this section. The requirements for these heating elements are specified in the relevant parts of GB4706 For motors that are not isolated from the power grid and whose basic insulation is not designed according to the rated voltage of the tool, the requirements are specified in Appendix B. The requirements for tools driven by electric motors or electromagnets powered by rechargeable batteries, as well as battery packs used for these tools, are specified in Appendix K. The requirements for such tools that can be directly connected to the mains or non isolated power supply for operation and/or charging are specified in Appendix L Handheld electric tools that can be installed on a bracket or workbench as fixed tools without any modification to the tool itself belong to the scope of this part and are specified in Part 3
